The article is supposed to be bragging about how "tough" the university is being now but let slip that the "leadership" has already wasted $30 million on law enforcement and repairs/graffiti removal from "protesters" encampments/riots. If they had merely enforced the policies in the first place, there would have been no need to waste all of that tax money.
