Another case where law enforcement is apparently helpless to stop this. See, LAPD is so desperately understaffed, they couldn't get officers to respond even if the theft was in progress because they only have man-power to respond to violent crime now. The company which owns/leases the hydrants to the city has had to put protective cages around each hydrant, at a major cost. But the alternative since law enforcement is helpless to stop it, is to lose millions every year with continued theft. THANKS DEMOCRATS!!!
