As I understand it, the difference is that TikTok exports the data that may be gathered from its site to the PRC.

Good military people are becoming increasingly concerned that the Xiden administration has no intention of acting to end this threat from Tik Tok.

As far as I know Facebook, being a U.S company with servers here, does not have this issue. 

The issue of data diversion to foreign enemies is also emerging in purchases by U.S. and other Western-aligned companies of things like huge dock-cranes (such as those seen in the Spielberg/Tom Cruise remake of the movie War of the Worlds' opening sequence) which handle shipping containers at ports. The newer machines apparently now all have built-in computers which may easily (and undetectably) feed information to servers outside the country concerning shipping!!
