That's a line from the fine film "Ronin" (directed by John Frankenheimer written by David Mamet) in which the character "Sam" (portrayed by Robert De Niro) explains to the others that,"...you're either part of the problem, part of the solution or just part of the scenery." That line is actually a rescripting of an ancient truism about human nature/leadership inserted into the script by the deeply-educated screenwriter David Mamet or Frankenheimer himself, no doubt.
