Disney seems to have been the loser in this whole affair, both by wasting millions in legal costs and taking a massive hit on Disney stock value and reduced park revenue from public backlash. 

The settlement ends Disney's effort to retain administrative control of the disputed region which it most recently tried to do by using legal trickery to form a governing board without Florida state government representatives in control. That Disney-appointed board has been dissolved by the agreement.
